SECTOR 4 The media practice high levels of professional standards. 4.1 The media follow voluntary codes of professional standards, which are enforced by self-regulatory bodies that deal with complaints from the public. A proposal has been drafted by the various professional journalist bodies, which aims at the establishment of a media authority. Although such an entity has not yet been established professional journalist bodies have adopted a Code of Ethics and Professional Conduct for Journalists, which is officially recognised by the relevant ministry. The code does not envisage mechanisms of dealing with public complaints, but it covers a wide range of issues related to journalists in their capacity as media professionals. Article 2, paragraph 3 of the code offers journalists the possibility of resigning from their position “whenever there is a substantial change in the nature or editorial policy of the media organisation they work for”. In addition, the code also bars journalists from undertaking any other professional activities that might put their independence at risk. Article 7 deals with incompatibilities and bans the practising of journalism by individuals already involved in the following activities or entities: a) Sales and advertising; b) Advertising agencies, public relations, sales and image promotion as well as promotion of commercial products; c) Management, orientation and implementation of marketing strategies; and d) Members of sovereign state bodies, civil or public servants and office bearers with political parties. 114 AFRICAN MEDIA BAROMETER ANGOLA 2010
