Cameroon has an internet penetration of about 4%of the country’s population, and the vast majority of internet users are in urban centres. However, the government has a coherent policy to promote ICTs for the benefit of all citizens, including marginalised groups. To this end, the National Agency for Communication and Information Technologies (ANTIC) was created to promote the country’s ICT sector. The Telecommunications Regulatory Board obligates mobile telephone operators to cover remote parts of the country, including uninhabited highways and remote border towns. A programme run by the Ministry of Post and Telecommunications involves creating “community tele-centres” to bring Internet and telephone to remote parts of the country. There have been programmes to train thousands of women and marginalised groups, such as Pygmies, on the use of computers. Yet, only a small fraction of Cameroonians make maximum use of ICTs because of low literacy levels and the cost of equipment, gadgets and services.
