content unless laws provide for restrictions that serve
a legitimate interest and are necessary in a democratic
society.
There are indications that the government is monitoring public internet access
points such as cybercafés, to combat “advance fee fraud” - popularly referred to as
419 scams. There is also a cyber crime law in the works, which would address issues
like electronic fraud and pornography. But in the meantime, there are no known
reports of internet content filtering or attempts to block certain sites.
