Laws are not clear regarding the organism which manages radio frequencies. This task is shared between the National Agency of Digital Infrastructure and Frequencies (ANINF), CNC, and sometimes the Ministry of Communication. Created two years ago, the ANINF is considered as a technical CNC partner. In addition, the conditions for the allocation of frequencies are not very clear and often remain at the discretion of the Minister of Communication. This confusing environment, limits equitable access to frequencies. A panellist claims that the criteria are very subjective and do not take diversity into account. He provides the example of a former Minister of Communication and Secretary General of the Presidency who has been waiting for the allocation of a frequency for over 5 years.
