The majority of Gabonese laws are derived from Government initiatives. Some panelists are convinced that individuals who have not mastered the contours and subtleties of the sectors concerned are solicited to develop bills. They believe that this approach is used in particular for the drafting of legislation concerning the media sector. The conclusions of the general overview of communication of 2015 resulted in a new law on communication. This law is still in its embryonic phase. Several commissions on the follow-up to the recommendations of these general reviews have never served because the authorities were slow to confirm their members. Although almost all the stakeholders of the communication sector have provided input into the development of the new law, the process has not inspired much confidence.
