2.11 The country has a coherent ICT policy and/or the
government implements promotional measures,
which aim to meet the information needs of all
citizens; including marginalised communities
Since 2015, Cameroon has enacted several laws to regulate the ICT sector. Notably,
it has passed laws on cybercrimes, e-commerce and electronic communication.
As the laws work to catch up with a rapidly evolving sector, legal experts say
the authorities’ focus has been on protecting people and institutions rather
than on the promotion of ICT. ‘The explosion of the ICT sector in Cameroon has
been driven by market forces rather than by any government policy to promote
the sectors,’ said one panellist. He cited the example of the increase in internet
access, which has been made possible by mobile phone companies and internet
service providers; as well as the availability of affordable smartphones on the
market.
The panellists also argued that regulators were failing to do their job, noting that
many parts of the country still lack mobile phone signals. In the absence of good
oversight, mobile phone operators and internet service providers have succeeded
in segmenting the market, limiting broadband services to big cities.
