Several attempts have been made to regulate the press in Zambia, from the famous speech by
President Kaunda 15 that intimated a Press Council Bill, the Media Ethics Council of Zambia
(MECOZ), statutory processes (ZNBC and IBA Acts) to the Zambia Media Ethics Council (a
nomenclatural synonym and precursor of the current proposed regime) 16.
As observed by some respondents in the previous reports, there is need for continued caution
in the enaction of the media regulation regime to avoid stifling freedom of expression and of
the press. This is because Zambia has a myriad of laws that are currently inimical to freedom
of the press while the nomenclature and form of the (ZAMEC Bill) process itself was
