Broadcasting regulation is transparent
and independent; the state broadcaster
is transformed into a truly public
broadcaster.

Broadcasting legislation has been passed
and is implemented that provides for a conducive
environment for public, commercial and community
broadcasting.
There is no specific legislation in broadcasting per se, as a consequence of the
Higher Information Council dissolving. In any case, television broadcasting is the
exclusive preserve of the government. Consequently, there are no private television
or radio stations whether for commercial or community broadcasting.
However, the Information Act includes pertinent clauses regarding this issue. It
is this Act that transforms national radio and television broadcasters to public
and commercial ones. It is in accordance with this Act and an executive order of
1991 that technical specifications were prepared for the public broadcasting sector.
Nevertheless, these technical specifications are hardly adhered to.
