The government puts in place the mechanism to promote
a favourable political and economic environment for
media landscape diversity.

ANALYSIS:
Everyone can establish a newspaper but the environment is not
favourable: there is no policy of tax reduction and the Florence
Convention though ratified by Chad in November 22nd 1990 is not
respected.
The media aid (established in 1999) was granted twice and only
partially (39 millions Fcfa in 2002 and 60 millions Fcfa in 2005 which
was used partially for training and the remaining 45 millions, distributed among the media).
Moreover, the distribution criteria was judged arbitrary by some
beneficiaries. Media actions to get indirect aid were unsuccessful.

2.10. Private media operate like effective and professional
enterprises.
ANALYSIS:
The newspapers are considered like enterprises: subject to tax, registration of employees with the national social security fund, etc.
In about fifty newspapers created since 1990, only some ten still
operate today. This written press and some fifteen existing radios
face problems of management of human resources. The wages are
