1.11 Media legislation evolves from meaningful
consultations among state institutions, citizens
and interest groups
The state consulted a wide selection of stakeholders before drafting and
promulgating the Information and Communication Code and the Digital
Terrestrial Broadcasting Code. However, a similar approach was not used in
the case of the highly controversial Digital Code. The views of the media were
equally not considered when adopting other legislation – such as tax laws –
which indirectly affect media outlets.
