(11) Within ninety days of the commencement of this Act or
such period as the Minister may prescribe—
all importers, suppliers, owners and users of electronic
equipment and apparatus shall register their equipment
and apparatus with the Authority; and
all licensees offering mobile phone services shall register
the phones on their network with the Authority.
65. (1) The Minister may, by statutory instrument, in
consultation with the Authority and the Zambia Bureau of
Standards, prescribe standards for the performance and operation
of any equipment or electronic communications apparatus, including
radiocommunication equipment.
(2) The standards referred to under subsection (1) shall aim
at—
protecting the integrity of the electronic communications
network;
ensuring the proper functioning of connected equipment
or electronic communications facilities;
ensuring inter-operability, inter-connectability and
harmonisation;
avoiding harmful interference with the electronic
communications network; and
(e) protecting public safety and health.
(3) The regulations made under sub-section (1) may, for the
purposes of this section and without publishing the text of the
technical standard, incorporate any technical standard by reference
to-

the number, title and year of issue of the technical
standard; or
any other particulars by which the particular standard
can be identified.
(4) Any technical standard incorporated in the manner referred
to under subsection (3) shall be treated as a regulation to the
extent that the technical standard is not contrary to the regulations.
