SECTOR 4 enterprises do not respect their obligations in this regard: agreed salary, payslip, employment contract, etc. Another speaker adds that the majority of media companies find themselves in a precarious economic situation which prevents them from complying with the minimum social benefits. The panel recognises however that a certain number of employers do more and better than the agreed norms. According to a panel member, the SSPP – the company which publishes the daily Le Soleil – and the RTS are seen as models to be emulated. Sometimes the salary depends largely on the age, experience, title and function of the worker. Over and above the actual salaries paid, the panel raises the problem of social security contributions attached to salaries and which the media companies do not pay in to the pension or health insurance institutions,22 after having deducted them. As a result, journalists eligible for retirement face serious difficulties when the time comes to collect their pension. This also creates serious competition distortion. In this regard, the panel feels that SYNPICS should take a keener interest in the situation of journalists affiliated to the social institutions and see that their contributions are regularly paid in. Similarly, SYNPICS should not leave the responsibility of challenging the said institutions to the press company alone. In addition, the panel calls for more reflection on other elements such as benefits, leave (maternity in particular), medical cover and meal allowances. In this regard, a speaker points out that no overtime is paid. Another, in response, recalls that the matter is taken care of by the collective agreement, on the basis of 52 hours paid for 40 hours of work. Despite this, some feel that the working hours are unreasonable and that leave is non-existent in certain companies, while the collective agreement is not respected everywhere.
