SECTOR 3 3.7 The state/public broadcaster offers diverse programming formats for all interests including local content and quality public interest programmes. The Radiodiffusion Télévision Sénégalaise is seen as a model from this point of view. The panel welcomes the constant progress achieved by the public channel, which has reached the threshold of 60% local content, “to the extent that the private television stations are imitating and copying it”, says a panellist. A dissenting voice in the group argues that the RTS also draws inspiration from the others. Whereupon one of the participants on the panel acknowledges a single case of borrowing a concept from a private station, “and the result is pathetic”, he concluded. Still, according to another panellist, one does see a tendency towards the commercialisation of the RTS’s programmes, linked to the issue of financing radio and television broadcasting as a public service. To be fair to the public broadcaster, a panellist explains that although it is a public service, the programmes do still cost money.
