3.4 The state/public broadcaster is accountable to the
public through a board representative of society at
large and selected in an independent, open and transparent manner.
The composition and operation of the Board of Directors are governed by a decree
issued in 1992, in the wake of Law 92-02 on the establishment and organisation
of the RTS. In accordance with regulatory legislation, the Board of Directors
of the Senegalese public broadcaster is composed of a representative of the
Presidency of the Republic, a representative of the Office of the Prime Minister,
a representative of the Minister of Finance, a representative of the Minister of
Communications, a representative of the Minister of Industry, a representative
of the Minister responsible for overseeing local authorities, a deputy appointed
by the National Assembly, a representative of the staff, two members chosen for
their professional competence and appointed by the Minister of Communications.
The managing director of the company accompanied by other staff and the
financial controller participate in the meetings of the Board of Directors in an
advisory capacity. In addition, the chairperson of the Board of Directors is free to
invite any other person whose presence he/she may deem useful, depending on
the agenda. In the words of a member of the group, “it’s the comedy of power”.
No panellist has any knowledge of a procedure whereby the RTS accounts for
its programming to its public via le Board of Directors. Indeed, there used to be
a programmes advisory board, established in the 1980s, but it was abolished in
2003.
