Analysis: There is no direct attempt to block or filter internet content but there is the constant threat of the Interception and Communications Act 2007 which allows the state to intercept messages deemed to be subversive on email, post and telephones. There have been stories of several arrests at internet cafés when journalists or members of the public are suspected of transmitting information that is supposed to be prejudicial to the state. The Central Intelligence Office (CIO) operatives know where journalists operate from and they sometimes harass them. There is an incident of a journalist who was followed and told to stop writing the kind of stories he had published.
