Analysis: There are no office bearers of ZANU PF or the government on the ZBC board. On the surface, therefore, the provisions of the indicator seem to have been met. It was pointed out, though, that it would be naive to assume that the board members are not closely linked to the party. The panel, therefore, was split in its assessment (and subsequent scoring), with some giving more weight to the formal fulfilment of the indicator and others to the assumed reality.
