1.11 Media legislation evolves from meaningful consultations among state institutions, citizens and interest groups.
Commissions, made up of representatives of different sectors, were set up to discuss
most of Congo’s post-conflict legislations. The “Freedom of Communication and
Media Law” was the result of such a process. A new round of consultations is
under way for new reforms that would also affect the media sector.
But journalists and advocacy groups claim that the work of the commissions was
largely ignored in the past and the laws that were finally voted did not reflect their
inputs. Nonetheless, some panellists felt that the very thought of involving other
interest groups in the law-formulation process is nearly revolutionary.
