No formality for the creation of websites or blogs exists in Congo: no registration or permission is required. The country is thus awash with websites and blogs. Most news media organisations own a website and several journalists also own personal blogs. However, journalists and media rights advocates believe the “semblance of freedom” is not the result of political will but the authorities’ inability to technically control web creation.
