the media landscape.
However, some well-known media owners have managed to own and run more
than two news outlets. It is believed that Equinoxe Radio, Equinoxe Television
and La Nouvelle Expression newspaper are owned by the same person. Another
example is that of Groupe Anecdote, which is believed to own Satellite FM, Vision
4 and I’Anecdote. Panellists were of the opinion that such cross-ownerships
have been possible through the use of “ghost owners” in the organisation’s
administrative and corporate paperwork. However, this is difficult to verify.

2.6 Government promotes a diverse media landscape
with economically sustainable and independent media
outlets.
The proliferation of media outlets across the spectrum suggests that the landscape
is conducive for the development of free and sustainable media enterprises. Some
estimate that there are as many as 650 newspaper titles in the country, even if
only a handful publish regularly. Every major city seems to have its own score of
radio and TV stations. Websites are created and run without any control.
However, one panellist was of the opinion that “the state wants to kill the private
press in Cameroon.” Such conclusions arise from the fact that the private media
appear to have grown through the effort and determination of their owners rather
than from any real state support. In spite of years of advocacy, the government
has not lifted custom duties and other taxes on newspaper inputs. Even though
the state print and broadcast media receive government funding, they still
compete with the private media for advertising. The government instructed
public institutions to advertise only in the state media until as recent as 2013.
